Citizen Advocates for Responsible Development (C.A.R.D.) was originally formed to address the Tennis Road development in late 2004. The group's name at that time was Citizens Against Reckless Development. We were opposed to and campaigned against the 563,000 square foot "Big Box" regional shopping mall that was proposed by National Realty and Development Corporation.
Subsequently the conflict evolved into two referendum questions that were voted on in the
November elections of 2005.
The voters of Agawam and C.A.R.D. were successful in defeating the referendum questions that would
have allowed the mammoth shopping facility to be built.
